Council Committees and Working Groups
MAIN COUNCIL MEETINGS meetings take place on the last Tuesday of each month at 7:00pm and are held at Lincoln House, New Road. Members of the public are welcome to attend, and listen to what's going on. There is a 10 minute slot at the beginning of each meeting where members of the public can express a view or concern regarding items on the agenda.
COUNCIL COMMITTEE MEETINGS are held at Tower Court, Horns Lane. Members of the public are entitled to attend these meetings, but there is no formal provision for the public to address the committee. However, any member of the public who feels they need to address the relative committee with any issues or concerns should contact the Town Clerk, who may be able to organise a 'slot' at the beginning of the meeting. All committee meetings produce minutes which are published once approved as accurate.
COUNCIL WORKING GROUPS are held at Tower Court, Horns Lane. These meetings are more informal than those of a committee and used where a more flexible approach is required. These groups have limited power and in general make recommendations to the Town Council. Members of the public who are intrested can request to participate in these meetings via the Town Clerk. These meetings produce no minutes but may be documented for reference for council internal use only.
N.B. Not all meetings are held every month and start times are subject to change
Burials
The Burials committee meet on the third Tuesday of the month at 8:00pm
Finance
The Finance committee meet on the third Tuesday of the month at 7:00pm
The Finance Committee is the financial link between the full Town Council and the 'spending' committees, ie Administration, Town and Lighting, Parks, Public Relations and Burials committees. The Town Council requires that those committees whose activities necessitate spending and the production of tenders should be held responsible for the development and the management of their individual budgets. This devolution of financial responsibility is intended to engender a greater feeling of ownership within the individual committees and lead to better value for money for the town.
At the start of each financial year, a council meeting is held to agree the estimated expenditure of all committees for the coming year and, from this, to establish the town’s precept (the amount of money the council asks for in the council tax under 'parish'). This goes to the Finance Committee for a final check, before being passed by them to the full Town Council for formal endorsement.
The Finance Committee's membership comprises the chairmen of each of the spending committees. The Chairman of the Town Council is an ex officio member. The Chairman and Vice-chairman of the Finance Committee are council members with no other chair responsibilities. Throughout the year the Finance committee monitors expenditure to ensure probity and value for money, and to check that the rate of spend is acceptable. The composition of the committee allows free and open discussion on all financial matters and the means to respond rapidly to any unforeseen problems.
Parks
The Parks committee meet on the second Tuesday of the month at 7:00pm
The Parks Committee, made up of a group of interested councillors, is responsible for all the recreation areas of the town and everything in them, together with the hedges, walls, trees, and buildings. The parks include King George V recreation ground, Wades Park, The Tenants Field (Earle Mitchell), The Ridgeway Field, The Crescent, and St.Dunstans Park, Monks Risborough.
Please use the parks.... they are there for your enjoyment.
Planning
The Planning committee meet on the first Tuesday of the month at 7:45pm.
Public Relations (working group)
The Public Relations working group meets on the second Tuesday of the month at 8:15pm
Our Working Group has the function of letting you know who we are and what we do. Our main media is Crosstalk, a newsletter of which we are proud. This is published and delivered to all households in the parish quarterly, and is available for local groups, charities, and schools to use to broadcast their news. If you don't receive a copy of Crosstalk, there are some available at the Library, or at the Information Centre. We also try to keep a few spare copies at the Town Council offices (upstairs at the Information Centre). We'd be interested to know which areas of the town frequently miss out in receiving Crosstalk - Please let us know. If you have any comment on Crosstalk, or are interested in submitting an article, please e-mail us at council@princesrisborough.com, alternatively you could write to us at: PRTC, 1st Floor, Tower Court, Horns Lane, Princes Risborough, Bucks, HP27 0AJ
