An era of Whitehall control has ended with a historic shift in power back to local people, as the Localism Bill becomes law.
The Localism Act will trigger the biggest transfer of power in a generation, releasing councils and communities from the grip of central government.
The flagship legislation, which late yesterday afternoon received Royal Assent, puts a raft of new rights and powers at the disposal of local people to take charge of their future, delivering on more than 30 coalition agreement commitments.

What's your poison?
A special report on alcohol in the media
Is Britain beset by binge boozers? Will wine help you lose weight? Could six cans of lager help you live longer? The media pose questions like these on an almost daily basis, often using and abusing the findings of medical research to back up their headlines.
In this special report, Behind the Headlines analyses the media's relationship with research on alcohol, the science behind it, and what all this means for us when we consider raising a glass.
What's your poison: A sober analysis of alcohol and health in the media (PDF, 3Mb) is a must-read for anyone who wants the facts on whether the headlines are true.

Winter Driving Workshops
Be prepared in Buckinghamshire
Transport for Buckinghamshire are holding workshops across the county this
November to help prepare motorists for the challenge of winter driving.
Last year over 200 people attended either an evening workshop or a winter
driving event hosted by their employer.
Each workshop starts with a winter driving presentation on how to drive
safely in challenging conditions. The garage technicians will then take
attendees through the most common faults and basic vehicle maintenance
checks.
Peter Hardy, Buckinghamshire County Council Cabinet Member for Planning and
Transport, said "We have experienced some severe weather over the last
couple of winters so these workshops could be beneficial to those who are
not experienced at driving in these conditions."
Whether you're an experienced motorist, older driver or have just passed
your driving test, a winter driving workshop will help you understand how to
conduct basic vehicle checks to reduce the possibility of the vehicle
breaking down.
"I spoke to employees who went to the Winter Driving Workshop and all have
said how valuable it was. The comments included that much of it was down to
common sense and they would think more about their driving and vehicle
safety." Peter Gannaway, Health and Safety Manager Paradigm Housing Group.
"I went on the course with a limited knowledge of the effects the winter can
have on my vehicle, but two hours later I was up to speed. It's not rocket
science, but what you do learn is common sense that could keep your car on
the road in the cold and should make you a safer driver. I've still got my
sleeping bag in the boot, I've never used it, but it's great to know it's
there!!" Andy Holmes, Buckinghamshire County Council.
The evening workshops start at 7 pm and are held on the following dates:
STS Tyres Aylesbury on 8th November 2011
STS Tyres High Wycombe on 15th November 2011
Buckingham Ford on 17th November 2011

SELECTA DNA
Message from Wycombe District Neighbourhood Watch Association (WDNHWA)
DELECTA DNA is a forensic crime reduction system that links criminals to crime scenes and provides an unbreakable chain of evidence in a court of law.
Furthermore, it enables stolen goods to be returned to their rightful owners.
Each batch of Selecta DNA contains a non-toxic liquid with a unique DNA code. This solution can only be seen under UV light - the police have UV arc-lamps in each of their local Custody Suites.
By displaying warning labels, window stickers, and other signage, it deters criminals, as they know the DNA will link them to the crimes they commit.
As well as the DNA identifier, each bottle of the solution contains about 1,000 microdots and each microdot shows the manufacturer's secure database phone number and the unique code of the owner. This gives the police the ability to positively ID a recovered item on the spot.
These kits are ideal for such items as:
- Computers, IT equipment, and other electrical equipment.
- Jewellery
- Antiques and paintings
- Leisure equipment such as golf clubs, bicycles, motorcycles etc.
- Tools
The kits that are able to mark about 50 items can be obtained from WDNHWA at a cost of £23.00 and this includes the database registration cost with the manufacturer. Also included are warning signs and tamper-proof warning labels.
Please confirm your interest in the first place with Gemma Brooks at Wycombe District Council's Community Safety Department as follows:
- ph 01494.421117
- email : Gemma.Brooks@wycombe.gov.uk
Alternatively, talk dir ectly to WDNHWA at the Crime Prevention Event on Saturday, 22nd October, from 9.00AM until 2.00PM in The Chilterns Shopping Centre, High Wycombe. The kits will be available to purchase there.

What about the new API that allows apps to post items on your timeline without you even doing anything. RISBOROUGH DAY CENTRES
Good News!...
Since Bucks County County announced last year that they intended to close the Day Centre’s in Princes Risborough the Town Council (along with other sections of the community) has fought to prevent their closure.
In October last year the Town Council put a proposal to BCC that they should allow the facility to be run by a Social Enterprise, consisting of representatives from the Town Council, Risborough Cares Charity, Risborough Area Community Action (soon to become Risborough Area Partnership) and the local Churches. A "letter of intent" was duly submitted by the Town Council and Risborough Cares Charity.
After a long wait, we are pleased that BCC have now given us the go-ahead to form the Social Enterprise and will sell the buildings to it for £250,000.00 (rather than hand them over as a straightforward asset transfer at £1) with the money to be raised within two years.
The newly formed Social Enterprise will have to work hard to raise this amount, but nothing is impossible! The main thing is that this wonderful facility will be able to continue providing essential care to those who need it.
Further announcements will follow, but for the meantime, this is great news!
ROYAL BRITISH LEGION
The Memorial Hall Princes Risborough update:
After almost 2 years of attempts to retain the Memorial Hall for use as a community facility, including offers to purchase the building by both the Town Council and the local Branch of the Royal British Legion, a petition of 1,500 signatures, support from our MP John Bercow and widespread local/national publicity, unfortunately RBL headquarters have sold the property to a religious group for their own purposes. There is a last-ditch legal challenge against the decision, but sadly it looks as though the Community has lost this magnificent facility.

Want to find a nice walk in your area?

FOSTERING?
Make a positive difference to a child in Buckinghamshire.
Fostering enables a child or young person needing care to be looked after in a safe family environment while they are unable to live at home with their own family.

RISBOROUGH INFO CENTRE
Risborough Tourist Information Centre goes green!
Wycombe District Council’s Princes Risborough Tourist Information Centre has achieved a silver accreditation in a national scheme which recognises and promotes ‘green’ tourism. To gain the certification, the tourist information centre, which is run by Wycombe District Council, had to demonstrate that it not only promotes sustainable and environmentally friendly activities for visitors, but also that it runs its operations in the same way.
Princes Risborough Information Centre promotes local craftspeople and their products and can also offer residents and visitors helpful information and advice about local travel and transportation involving cycling, walking and public transport - things people can do and places they can go without using their cars. It promotes local walking, working both with the local community and also publishing walking guides for visitors - available online at www.wycombe.gov.uk or from the information centre in Bell Street.
To gain the accreditation, Risborough's Information Centre had to measure up against 60 different ‘green’ criteria. It will now be inspected annually as part of the national Green Tourism Business Scheme. Staff at the centre have plans to work with local tourism businesses who would like advice on promoting their ‘green’ credentials.
Cllr Katrina Wood, Cabinet Member for Community at Wycombe District Council commented: “The team in Risborough have worked hard to gain the green tourism award on their application. Promoting sustainable ways of living and working is one of the Council's priorities; with the Chilterns and the Ridgeway on our doorstep, working to promote greener tourism for local people and visitors in our area is really important. The Risborough team have put together some great 'car free' ideas for everyone to get out and explore in and around Risborough.”
Princes Risborough Tourist Information Centre is open Monday to Friday, 9am – 5pm and Saturday, 9am – 1pm.
Wycombe District Council operates three information offices located in the three main towns of the district - Marlow, High Wycombe and Princes Risborough. Each office is fully TIC accredited and offers a range of tourism and council service and information.

BUCKINGHAMSHIRE ROADS
Open letter to residents of Buckinghamshire from the leader of the County Council
The roads in Buckinghamshire have suffered from a lack of proper maintenance
for many years. This has been due mainly to the previous Labour Government
changing the revenue funding formula for southern counties such as
Buckinghamshire and also importantly, removing all our so called 'supported
capital borrowing', which helped to fund road resurfacing.
This problem has been made worse by two long, hard winters. The result is
that our roads fall far short of the standard that you have a right to
expect. This situation cannot be rectified quickly but I am determined that
we should make a start.
I have therefore assembled a budget for a two-year programme to allow more
road repairs. I have done this partly by reprioritising spending within the
Transportation department. This has involved some difficult and
controversial decisions such as switching money from promoting walking and
cycling, removing the planned increase in locally spent budgets, postponing
the review of speed limits and much more.
Nevertheless, I believe that taking tough decisions is what you elect your
councillors to do and I stand by these changes in priority. In addition, I
am also asking the County Council to release £3 million from our reserves to
make a total road repair budget of £25 million over the next two years.
Whilst this sounds a lot of money (and it is your money as Council tax
payers), in reality it constitutes barely a tenth of what really needs to be
spent to upgrade most of our roads.
I am already receiving a number of e-mails from residents stating that their
particular roads should be given priority. I hope you would agree that it
would be completely wrong for money to be spent on the basis of who shouts
loudest or first.
Whilst Council officers will advise on which roads should be resurfaced, I
propose to devolve the final decisions to your locally elected County
Councillors as they should be most closely in touch with their local areas
and residents' views. Nevertheless, I must be very clear that, given the
size of the problem, even after this programme there will be roads in many
areas where residents' reasonable expectations will not be met.
My new Cabinet Member for Transportation, Peter Hardy and I will oversee the
programme and will do our best to ensure that we really are 'working on it'.
Yours faithfully
Martin Tett

Maintenance
The Town Council has to comply with all relevant legislation, promote open governance, provide certain services and manage our finances responsibly, respond to formal consultations and act as a good employer. The Town Council has to comply with current legislation as it feeds down from central government, take part in formal consultations, demonstrate responsible financial management and transparency and set an annual precept within legal parameters.
How do we do this? Primarily through our financial officer, the Town Clerk, the Finance Committee, advice obtained from BALC / NALC and the over arching decision making body of the elected Town Council.
Fighting to save the Day Centre from closure. Continuing our attempts to purchase the Molins Sports Ground. Looking at ways to raise external funding to cover the cost of one hour free car parking in the WDC operated car parks in Princes Risborough. On-going discussions with WDC to identify a suitable site for a new park at the Station end of Town, funded by 106 developer contributions.
Cllr Turner publically thanks Cllr Benifer for his 32 years serves with the Town Council and his commitment with working with other organizations within the Town.
Cllr Hall confirmed that with the introduction of the Maintenance Team, the planting/maintenance of flowers within the town would now fall under their remit, therefore reducing the precept.

HAVE YOUR SAY ON THE EXPERIMENTAL ONE-WAY SYSTEM!
The experimental one-way system in the town centre came into operation on 1st November 2009. The Town Council supported and funded the scheme as it was felt that it would address a number of traffic and road safety concerns that had been raised locally at that time. In this respect, it was considered that a one-way traffic flow through the town centre could provide an opportunity to achieve the following improvements:-
1. to reduce the level of congestion that occurred on a regular basis;
2. to improve road safety for motorists, cyclists and pedestrians;
3. to reduce the number of traffic signs in the town centre;
4. to assist in the revitalisation of the town centre;
5. to ensure that all buses serving the town centre would travel in the same direction which would improve journey time reliability as they would not encounter the lengthy delays that used to occur;
6. to provide a dedicated route for cyclists through the town centre.
It was agreed that such a change to the highway network should be introduced on an experimental basis for a minimum period of 12 months so that all aspects of its operation could be closely monitored.
As part of the consultation review, you now have the opportunity to have your say on the experimental one-way system. You will find a copy of the consulation in the latest issue of Crosstalk, which is due for delivery to all residents during the course of this week (w/e 28th Feb).
Your comments may be returned to the County Council by e-mail at tfb@buckscc.gov.uk or by taking the completed form into Risborough Information Centre, Horns Lane, Princes Risborough.
All comments should be returned by 18 March 2011, after which a decision will be made which will be communicated via Crosstalk and the Council’s website.

BE SAFE THIS CHRISTMAS!
The Community safety partnership would like to offer the following advice to the residents of the Wycombe District: Don't let Christmas be a time for taking. Christmas is a time for giving, so make sure you don't make it easy for criminals to use the festive season as a time for taking. Although Buckinghamshire has one of the lowest crime rates in the country, the extra hustle and bustle in town centres combined with the high value of the presents we buy offers some easy opportunities for criminals to line their pockets with ill-gotten gains.
The festivities at this time of year mean people have a lot on their minds, but it's important not to forget about basic security measures. Just a few simple steps will reduce the chance of having your Christmas ruined by becoming the victim of crime:
Out shopping:
- Keep your wallet or purse close to your body and don' t carry too much cash, just in case.
- When you're laden down with lots of bags make sure you keep your valuables closest to you.
- If you travel by car, park in a well-lit area and make sure you lock up. Try not to return to your car to drop off bags before continuing shopping, as thieves have been known to watch car parks for such a chance.
At home:
- Keep presents out of sight.
- Make it look as though there is someone home when you go out by closing curtains and leaving lights and the television or radio on.
- Remember that empty boxes outside your property only advertise what's inside. Dispose of packaging carefully.
- If you'll be away for several days, use timer switches for your lights and ask a neighbour to watch over your home and take in post. Don't forget to cancel the milk and newspapers.
- Always ask for identification from doorstep charity collectors. If you want to donate but feel unsure, ask for details on how to make a donation online or by post.
Out on the town:
- Always have a plan for how to get home, and make sure someone knows where you are going and when you'll be back.
- Stick with friends and avoid anything that looks like trouble on the street.
- Only take licensed cabs. Make sure you have numbers for a few cab companies and that your mobile is fully charged before you go out.

Have a safe and Happy Christmas.
STOP PRESS - COUNCIL WINS PLANNING APPEALS ON HEMLEY HILL SITE
Wycombe District Council has today (Friday 10 December) learned that it has won two planning appeals for land at Hemley Hill, near Saunderton. In a letter received by the Council this morning, the Secretary of State for Communities and Local Government has dismissed the appeals against an enforcement notice and a planning refusal for land at Hemley Hill. The announcement follows a public inquiry which was held over the summer by an independent planning inspector, which was then recovered for the Secretary of State's determination.

PRINCES RISBOROUGH TREE OF LIGHT
People in the local area will this year again have the opportunity to celebrate the life of someone special by dedicating a light on the Princes Risborough Tree of Light, organised by the Rotary Club.
The Tree of Light, located in the gardens close to the Tesco roundabout, has quickly established itself as a valued feature in the town in the period leading up to Christmas. Last year, almost 400 dedications were made, raising £3900 for the Iain Rennie Hospice at Home and Rotary charities. These charities will again benefit this year and it is hoped that last year's figures can be exceeded.
Donation forms are being delivered door to door in the area, are appearing in a number of magazines and the Bucks Free Press and will be available in the Information Centre.
The Dedication Ceremony will take place on Sunday 29 November at 4.00 p.m., when the lights will be turned on by the Town Mayor. As previously, all dedications will be displayed on boards close to the Tree of Light and published in the Bucks Free Press. Dedications can be made until the end of the year.
PARK MILL FARM
The Town Councils response to the Park Mill Farm planning application has been submitted to Wycombe District Council. The response is as follows;
This application should be refused.
This green field space does not appear in the immediate plans of the Wycombe District Council for development, and the speculative application is neither welcome nor necessary. Reference to the supporting document submitted by Harbour Castle, ‘The Statement of Community Engagement’, Appendix C, pages 20 to 26, indicates, in their replies, the lack of enthusiasm which the residents have for such a development.
If, and until, development is required on the far side of the railway line, it will continue to be strongly resisted when presented in small packages, unsupported by the infrastructure which will be needed to fully integrate it into the existing town.
In the light of this latest application, the Town Council has reaffirmed its ‘policy’ that permission for access across the railway line and through Wades Park remains non-negotiable for the foreseeable future apart from the existing rights of way.
PRINCES RISBOROUGH CHRISTMAS LIGHTS 2010
Christmas officially starts in Princes Risborough on Friday 3rd December with the Christmas lights switch on.

Pantomime stars from Wycombe will be on hand to start the countdown and switch on the lights. This, like last year will see the addition of new lights to illuminate the town centre.
Many retailers plan to open until 8pm to provide an opportunity to shop early for Christmas. They will be supported by a number of stall holders and for the first time Risborough Rangers in the Community will hold a football penalty shootout.

Report on refining the alignment of HS2 Ltd's recommended route - Sept 2010 by High Speed Two Ltd
In the past few months we have been refining parts of our recommended route for a high speed railway line between London and the West Midlands in order to reduce potential environmental impacts, and we have now delivered our recommendations to the Government.
This work has focussed on the route north of the Chilterns, as we did detailed
work on the route through London and the Chilterns for our March report. We
have identified a number of locations where environmental impact could be
reduced by alterations to the alignment of the route. These include moving
the line further from towns and villages or sensitive sites, and lowering it to
reduce the extent and height of viaducts and embankments.
We have recommended to the Government that the route could be moved
further away from Brackley, Ladbroke, and Stoneleigh; and that the alignment
could be lowered around Chipping Warden and Hints, and covered where it
passes by Chipping Warden and through Burton Green.
The Government will now consider these recommendations along with our
recommended route of March 2010, and our forthcoming reports on the
options for linking HS2 with Heathrow Airport and HS1. The proposed
alignment of the route will be subject to a full and inclusive public consultation,
and the Government will announce which route alignment it will consult on in
advance of the consultation next year.
We would do more detailed work on mitigation of noise and visual impacts if
the Government decides, after the public consultation, to go ahead with the
line. This could include, for example, bunding and noise barriers.

SIR BRIAN BRISCOE

UPDATE ON THE FUTURE OF PRINCES RISBOROUGH YOUTH CENTRE
"Unthinkable to lose such an excellent facility". These are the words of John Bercow mp, speaking out on the threat to Princes Risborough Youth Centre at a visit there on Friday 2 July, when he met with Princes Risborough mayor Alan Turner, County Councillor Carl Etholen, management committee chairman Peter Robinson and others.
BCC hopes that all Youth Centres will be run by a new provider, but cannot guarantee this. Mr Bercow said it was 'a crying shame, to put it mildly, if the Princes Risborough Youth Centre was to fall into disuse.' He added, 'Youth centres like this one and the club I am already familiar with in Buckingham allow young people to use their time constructively, form friendships and remain safe. They reduce anti-social behaviour by offering exciting opportunities, an alternative to hanging round in the streets with unsuitable but influential older teenagers.'

GRASS CUTTING UPDATE FROM BUCKINGHAMSHIRE COUNTY COUNCIL (BCC)
Following a meeting between some members of the Town Council and BCC, please see the below communication from BCC regarding the recent standard of grass cutting within our town.
Information for Princes Risborough Town Council regarding Urban Grass Cutting.
In April this year the county council (BCC) took back responsibility for delivering the Urban Grass Cutting Programme for the South of the County. Previously this has been delivered by Wycombe, Chiltern and South Bucks District Councils.
This year the three district councils have combined their resources and started a new grass cutting contract for their areas. On examining the potential costs for the county to be part of this new contract, it was decided that it would be financially more beneficial and more cost-effective for us to deliver the Urban Highway Grass Cutting In-house. To this end, we have started seven new three man crews to deliver this service. The intention is that the grass will be cut up to thirteen times (weather permitting) between April and the end of October.
This contract was set up at very short notice, and as such there were several small teething problems as is normal with most new contracts. One of the main problems was the introduction of new legislation regarding the use of trailers. This meant that we had to source a fleet of vehicles that were able to accommodate our ride-on lawnmowers inside the body of the vehicle. This meant that for the first couple of cuts, we were, in the main only able to use strimmers to cut the grass.
We now have the full fleet of vehicles, so are now able to utilise the mowers wherever required. The other main problem that we encountered was that the plans that we received from the district councils showing the areas to be cut were in some cases out of date. This has meant that some areas that should have been cut were omitted. As we are notified of these areas, we are getting confirmation from the districts that they are areas that should have been included, and we are adding them to the list for our next visit.
If there are areas that you feel should be cut, please contact us on 0845 230 2882 with the location, and if we can confirm that it is an area that should be cut, we will include it in our next visit to your area.

Maintaining Road Safety
Salting roads and providing salt for salt bins is the responsibility of Buckinghamshire County Council. The current cold snap is making driving conditions very difficult. As the local highways authority, Buckinghamshire County Council is responsible for "winter maintenance" of the roads, which includes: - preventing ice from forming (precautionary salting) - melting ice and snow already formed (post-salting) - removing snow Therefore, if you have an enquiry relating to salting the roads, or the filling of salt bin....

One-Way System.
After considerable public consultation, which showed overwhelming public support for a one-way traffic flow through the town centre, the Town Council in partnership with Bucks County Council implemented an experimental scheme for Duke Street and High Street on November 2nd.
There was a great deal of planning prior to implementation so as to ensure as near perfect start as possible. All started fairly well with the odd exception of motorists not paying attention the the ample number of warning and mandatory directional signs and simply driving the wrong way down Duke Street into on-coming single-lane traffic. Within a short space of time this kind of problem should stop completely with greater awareness and law enforcement.
Coinciding with the start of the new scheme the pedestrian traffic lights in Horns Lane malfunctioned. The lights at peak times were only allowing 5 vehicles through before returning to red. This led to tailbacks on the A4010 beyond the town's perimeters of up to 20 minutes. The traffic was solid on the A4010 through the town and unfortunately the new one-way system terminates by those lights resulting in long queues in the High Street waiting to join the stationary traffic in Horns Lane. County engineers are adjusting the lights to give more priority to traffic and alleviate the peak-time queues. The Town Council will be monitoring the situation. Some people have understandably blamed the new traffic flow for the sudden congestion problems, not realising that the lights malfunctioned. The Town Council welcomes your feedback to the new system!

The Future of the British Legion Hall
For information on the meeting, please see the following informal report.
Cllr A Turner (Chairman), Cllr R Orsler (Vice Chairman)
In excess of 180 members of the public were present.
Update on current situation
The Town Mayor gave an update on the situation with regards to the future of the Legion Hall. Following an approach from many members of the public, the Town Council (TC) has decided to start proceedings with the possibility of purchasing the Hall. Following a discussion with the Chairman’s Office of the Royal British Legion (RBL), the Town Mayor advised the meeting that the RBL initially wished to sell off all the buildings as a single sale. However, this has not been achieved therefore RBL has moved to phase II of their plans, where they will sell off the buildings individually.

What's interesting to note is that it's not just internet novices that get caught but also experienced surfers.
Reading the report at www.tinyurl.com/lqfqqq will help you to understand the different types of scam and how to avoid falling victim to these crimes.
In addition there is further information at Directgov on www.tinyurl.com/57a445 which details your rights as a consumer.
